The Trading Standards Service has received complaints from consumers who are being persistently called by a foreign call centre.
The caller is reported to say that as they are a BT customer they have won a 'prize in a competition' and then go on to ask for personal details including bank account numbers.
Warwickshire Trading Standards are warning that this is either an orchestrated effort by criminal gangs to steal personal and financial information for the purposes of ID theft, or that an as yet unidentified company is using this approach to attempt to sign up consumers to a rival telephone service. The callers are reported to be extremely persuasive and use very high pressure sales techniques.
Trading Standards Officers strongly advise consumers not to divulge any personal or financial information to unsolicited callers, who ever they may claim to be.

11/05/07 Not a Free Lotto

A member of a Neighbourhood Watch group has reported receiving a letter, posted in the UK using a postage stamp (to encourage the recipient to open it and give it more authenticity) which claims he has won $1,000,000. in a free lottery. This letter and others have been circulating in the Warwickshire area periodically and the Trading Standards Service has spoken to consumers who have lost several thousand pounds.
Consumers are warned that by contacting the organisers of these 'lotteries', it is highly likely that they will simply be asked to transfer money to them, in order to release their non existent 'winnings'. In doing so they will also be targeted by other similar scams.

A Watch member from Kineton has made us aware that a white Renault van with the registration number 06 LD 400 called at a local farm selling power tools at 11.30am yesterday.
When the resident of the farm glanced at his number plates to write the number down the driver became threatening and abusive.
If you see this vehicle in the area get a visit please dial 999 immediately to report its whereabouts..

A blue Landrover discovery registration number N657 CRE and a silver/ blue van, possibly a Ford Transit with a registration similar to YP54 SSX which have recently been involved in burglaries in south Warwickshire, West Mercia and West Midlands.
A black Audi RS4 with the cloned registration plate of RJ07 NZU and its 4 male occupants which are resposible for 34 distraction burglaries across the region to date. The occupants have Irish accents.

Fake Passwords Email

The Trading Standards Service has been alerted to a phishing scam involving a fake password email. The recipient received an email purporting to be from a telephone company which contained a 'temporary password'. They then received a second email that asked them to click on a link that would take them to a secure area where they could type in their password, change it, and crucially confirm their name, telephone number, email address and security reminders.
Recipients of such emails are strongly advised not to click on the links they contain. Such links often direct users to bogus websites that may contain computer viruses. In addition, any personal or financial information they reveal could be stolen and used fraudulently.
Please feel free to pass on the information to whom ever you feel appropriate. We are keen to alert as many people as possible, for example community groups, charities, neighbourhood watch members, etc. We are happy for this information to appear in community newsletters, parish council magazines etc. In addition, if you think you know of someone else who would benefit from receiving these email alerts, please let me know and I will add them to this email group.

MESSAGE .................NHW SA Distraction Burglaries in Kineton and Wellesbourne INC 429 & 448 of 19 January
We would like to make you aware that elderly residents in Castle Road, Kineton and Willow Drive, Wellesbourne were targetted by Distraction Burglars during the early evening of Friday 19 January.
At 6.30pm 2 white males, in their 20's, wearing casual clothing and one with an Irish accent called at the home of an elderly resident of Castle Road claiming that a washing machine had been fitted in the area and that they needed to flush the mains. Both males entered the property and one ran the water whilst the other went through cupboards and made off with cash from the residents wallet.
Also at 6.30pm a white male in his 40's and wearing a brown suit with a water board badge on the front, claimed to need to check the water at a home in Willow Drive, Wellesbourne and gained entry to the property. Once inside he went through the kitchen drawers and made off with a quantity of cash.
If you believe that you have information relating to either of these incidents please contact Stratford Police. Please continue to be vigilent and warn elderly neighbours not to let anyone they are not expecting to enter their home in order to prevent them from becoming a victim of this very distressing crime..

We would like to make you aware that at 6.15pm on 10 January the owner of a home on St Giles Road, Gaydon saw an offender climbing into the kitchen of his home through an open rear window.
The owner shouted at the youth and he ran off. The offender is described as a white male, aged approximately 18 years. He was about 6 feet tall, with light brown spiky hair and of skinny build. He was wearing a light grey hooded top. It is believed that he may be been in contact with a second youth who was not seen.
If you noticed anything suspicious in the St Giles Road area of Gaydon at this time or you recognise the description of the offender please contact Stratford police quoting incident number 419 of 10 January. Please also continue to be vigilent and report suspicious incidents to police..

We would like to make you aware that there were 2 thefts from motor vehicles reported in your area over recent days.
Offenders stole a satellite navigation device from a vehicle parked in Lime Tree Avenue and smashed a window of a car parked in Moreton Morrell Lane and stole binoculars and personal papers.

Rogue Traders

Warning after rogue traders target elderly in Harbury

Householders have been warned to beware of rogue traders operating in south Warwickshire after two elderly people handed over hundreds of pounds to have weeds removed from their drives.
At about 11.00hrs on Thursday November 23 three males called at the home of a woman in Farm Street, Harbury, and persuaded her to let them clear her drive for a fee of £200.
When they finished the job they asked for £1,000, and when she said she did not have that much in the house they suggested she went to the post office to get the rest of the money.
The males are also believed to have charged an elderly male, who lives nearby, £600 to have the weeds removed from his drive.
They are described as:
White male, 45 to 50 years old, 5'3" tall, medium build, clean shaven with blue eyes and an Irish accent. He was wearing grey trousers and a fawn anorak.
White male in his 20s, 5'3" tall, stocky build and brown eyes. He was wearing dark clothing.
White male, 5'10", slim build. He was wearing a grey woolly hat and an anorak.
They had a wheelbarrow, broom and a water pressure machine which was red in colour.
PC Nigel Hill, from the Southam Safer Neighbourhood Team said: "We urge people to be very wary and if they do want to have work done to their property to use only bona fide tradesmen. They should always ask for a written quote and if they feel pressurised in any way they should contact the police or the Trading Standards department at Warwickshire County Council."

Policing Minister Tony McNulty described Warwickshire Police as a beacon and inspiration to other forces during a special visit to Nuneaton yesterday to launch Safer Neighbourhood teams.
Speaking about Government plans to introduce neighbourhood policing throughout England and Wales by April 2008, Mr McNulty Minister for policing, security, community safety and counter terrorism praised Warwickshire for pushing ahead with the new community-focussed structure.
He visited Camp Hill Primary School to launch 31 new Safer Neighbourhood teams across Warwickshire.
"Safer Neighbourhood Teams are all about building trust and confidence and telling local people that they matter, they have a voice and they will be heard.
"Warwickshire is a beacon to other forces in showing the way forward", Mr McNulty told guests and local media.
"I am very enthusiastic about what you are doing by helping communities like Camp Hill, he added.
"Transformation of policing in Warwickshire is hugely inspirational to other forces in the process of planning their own neighbourhood policing structures.
Warwickshire's Chief Constable, Keith Bristow gave an assurance that Neighbourhood Policing was not a gimmick or soft option.
He stressed: "Policing is about frontline presence and protecting people. That means making sure people feel safe and ensuring that those who harm our communites are arrested and brought to justice."
John Rennie from Warwickshire Police Authority said: "Today is a really proud day for Warwickshire. The teams will be in a great position to be effective and to boost public confidence. I wish all those involved in the Safer Neighbourhood teams throughout Warwickshire all the best."

Highway Robbery.

A bus driver was injured when he was assaulted by a youth who stole cash from the front cab of his vehicle yesterday morning, Tuesday November 14.
The driver of the 77 Stagecoach bus picked up two youths in Lighthorne Heath shortly before 10.00hrs and they said they were going to Stratford but refused to pay their fares.
During the journey the youths opened the emergency door on a number of occasions and when the driver told them to close it they were abusive towards him.
As the bus was leaving Gaydon on the B4451 the youths went to the front of the bus and when the driver asked them to leave one of them kneed him in the groin causing him to fall to the floor.
The offenders then opened the cash drawer and stole a wad of notes before heading off in the direction of Lighthorne Heath.
Police officers and a dog searched the area but there was no trace of the offenders, who are described as white males aged about 17/18.
One was thin with short hair and wearing a dark blue Nike tracksuit and a gold ear ring.
The other was about 6' tall and wearing denim jeans and a grey Lonsdale hooded top.
Officers in Stratford would like to hear from anyone who saw the offenders on the bus or in the vicinity or can offer any information about the incident.

MESSAGE .................NHW SA Distraction Burglary in Seagrave Close, Kineton INC 533 of 1 November
We would like to make you aware that at approximately 5pm on Wednesday 1 November an offender visited a home in Seagrave Close claiming to be from the water board and stating that he needed to check the water inlets & outlets in the house. Once inside he made a show of searching the house and stated that he needed to return at a later date for further checks. When he had gone the resident of the house discovered that a quantity of money had been stolen.
The offender is described as a white, smartly dressed, middle aged male.
If you saw this person in the village at this time please contact Stratford Police on 01926 415000 quoting incident number 533 of 1 November. Please also warn elderly neighbours not to let anyone into their home without first thoroughly checking their identification, or if the caller is unexpected and has not made an appointment..

You Get Nothing for Nothing

The service has been contacted by a tourist who was approached on the street in Stratford upon Avon and asked to complete a survey in return for being entered in to a competition to win £1000 worth of shopping vouchers.
The consumer completed the survey and received a phone call sometime later directing her to phone another number and to claim her 'prize', a holiday for two in Spain. This she did but was then told that she was not eligible to receive the holiday as she did not have a joint income of above £20,000.
It is highly likely that the survey was organised to sell timeshare.
Consumers who meet the criteria are likely to have been asked to attend a presentation to collect their prize at which they might have been exposed to high pressure selling techniques.

A Volvo V70 was stolen from the driveway of a house in Homestall Meadows, Pillerton Priors some time overnight Wednesday into Thursday 21 September.
The owners of the car awoke to find the car missing from the drive. The keys had been stolen from the house and the car taken. A second car on the drive was not stolen.
Police would like to hear from anyone who saw anyone in the locality of Homestalls Meadow after 11.30pm on Wednesday night, or who knows the whereabouts of the blue Volvo V70 estate, registration number OE 05 EHR.
The thieves also took two mobile phones in the search of the house.

TWO MOBILES

The Service has received a report concerning mobile phone telesales. A Kenilworth resident received a call on her mobile phone from someone who knew her address and claimed to be phoning on behalf of a mobile phone company. The caller offered her a free mobile phone and, unusually for this type of selling technique, asked to come to her home.
Consumers are warned that some unsolicited telesale mobile phone callers are known to have falsely claimed to represent the network of the consumers mobile phone provider. The consumer then believes that they are signing up to an extension to their contract when they are actually signing up to a completely new contract with a different provider, leaving the consumer with two mobile phone contracts. Further, offers of free mobile phones are typically accompanied by contracts. Finally, the Trading Standards Service would advise against inviting someone into your home that you do not know or trust.
Consumers who do sign a contract in their home for goods or services following an unsolicited visit from the trader or a visit arranged via an unsolicited phone call have in most cases the right to cancel the contract within seven days of the contract being made. Roof Spoof.

A resident has reported receiving a unexpected visit from a group of itinerant rogue roofers. The men approached the resident and claimed that they had been working on another property close by and had noticed that he had a few loose tiles on his roof. They then offered to go up on to the roof and take a look. The resident agreed and a few minutes later the 'roofer' came down holding some tiles and a piece of rotten wood.
At this point the resident became suspicious and went up the ladder himself to discover that the rogue trader had almost certainly removed the tiles himself and had probably taken the rotten piece of wood up with him as well.
The resident challenged the trader who in turn offered to replace the tiles for £40, (having already offered to replace a whole line of tiles for £40 a metre). The resident stood his ground and called the Police. The tiles were replaced and no money changed hands although the trader threatened to send the resident a bill.
The rogue traders were driving a white van.
It later transpired that the traders had falsely claimed to be working on a neighbours house.

There have been 7 Landrover thefts in South Warwickshire over the last 2 weeks and Landrover owners in the south of the county are asked to report any suspicious activity in the vicinity of their vehicle and to keep it garaged whenever possible.
24 July a silver Landrover Defender registration number BF55 ZZV was stolen from Binton.
25 July a white Landrover Defender registration number BG03 EHD was stolen from a carpark in Lapworth.
1 August 2 visitors from Switzerland had their green Landrover Defender 130 stolen from Warwick Castle. This vehicle had a Swiss number plate GE586077.
1 August a Grey Landrover Defender 110 with a metal plated cab registration number VU53 CWY was stolen from a premises in Lapworth.
2/3 August a Landrover 90, without a battery, was taken, problably towed away, from a property in Tanworth in Arden.
6 August a brandnew Landrover Defender 90, without number plates, was taken from Guy Salmon car sales, Stratford.
6 August a yellow Landrover Defender Reg No R391 BDU was unhooked from a horsebox in the Henley in Arden area.
Anyone who witnessed these vehicle being taken, seen anyone acting suspiciously near to Landrover vehicles or who has any information which may be of use to the police please contact Stratford Crimedesk on 01926 415000 ext 4559..

07/08/06 Fraudulent Letter

Businesses are warned to beware of a letter that purports to come from the Office of Government Commerce, Procurement Department, Rosebery Court, St Andrews Business Park, Norwich, NR7 0HS. This is a genuine Government dept and a genuine address, but the letter is fraudulent. The letter asks that current or potential suppliers return an "authorisation to release financial information" form by fax to a telephone number with a 020 London prefix. The form asks businesses to supply their bank account details.

These letters are not being sent by the OGC and businesses are advised not to comply with such requests. The OGC will never request information of this type in this way.

07/08/06 Telephone Transfer
A plumbing business has complained to Trading Standards after the owner received a letter from his telephone service provider to tell him that he had transferred to a new company. The trader said that he had not agreed to any such transfer and on querying the matter with the 'new' provider he was told that the transfer could be done without his signature.

Although this could have been a genuine error, many individuals in the past have found that they have been transferred to a new service provider (for energy or communications), without their knowledge or permission by 'over zealous' on commission sales representatives. A resident has reported that his elderly mother received a phone call from an unknown trader with a 020 London prefix telephone number stating that if she allowed him to photograph her home, she could claim a free holiday. The lady is ex directory and is registered with the telephone preference service so was naturally concerned to have received a 'sales' call.

The Trading Standards Service are not aware of any similar approaches and are not able to speculate as to the real reason behind the call, but residents are warned not to allow anyone in to their home that they do not know or trust.

07/08/06 Mobile 'Sales' Call

A NHW member has reported receiving an unsolicited call from a company offering a free mobile phone and free minutes and requesting his personal details in order to qualify. The caller gave the impression he was phoning on behalf of all network providers, but a call to his own provider revealed that this was not the case. The trader was instead using this marketing ploy to pick up new customers. The service has had similar complaints whereby consumers thought they were being offered upgrades by their provider, when in fact they had actually been contacted by a completely unrelated company.

The trader in this case is believed to have been operating from abroad.

Break-in, Steal and Burn

Thieves steal beer and make off in stolen van, Oxhill

Incident 171, July 17
Members of the public have been warned to be wary of offers of cheap beer after a large quantity of cans were stolen from a farm in Oxhill late on Sunday night (July 16).
Intruders forced open stock room doors at the farm and stole 30 cases of Stella Artois, 36 cases of Budweiser and eight cases of Holsten Pils.
The beer is worth a total of £900.
The offenders also stole a set of keys to a blue Renault Master van from the office and after loading the beer into the van they made off in it.
The incident is believed to have occurred between 23.00hrs and midnight on July 16.
Two other vehicles, a white transit van and a small white car, were seen in the vicinity during those times.
A vehicle matching the description of the stolen van was later found burned out at Avon Dassett quarry.
Police in Stratford would like to hear from anyone who is offered cheap beer or has any sightings of the two white vehicles and they can be contacted on 01926 415000

Free Radio Scam

A number of consumer alert recipients have contacted the service today to report that they have received an automated phone message that purports
(falsely) to come from a leading courier company. The message tells recipients that there is a radio awaiting their collection and asks them to phone an 070 number to confirm a delivery time.
Consumers are warned that this number may be expensive to call. The service contacted ICSTIS the premium rate line watchdog who advised that 070 numbers are non regulated personal numbers where the charge per minute can be anything from 35p to £1.50 (approx). Therefore if a caller spent several minutes on the phone the cost may exceed the value of the radio, should they actually receive a delivery (we cannot confirm at this time that anyone has received a radio).

Sharp Practise?

A report has been received of two elderly women living in sheltered accommodation who received 16 calls between them from someone claiming to represent their landline provider. On each occasion the caller told them that their phone numbers were required to be changed and asked for their bank details. It is not clear if this is some sort of sharp practise to sell a new phone service or a genuine attempt to steal financial information. No details were divulged but consumers should be on their guard against such calls.

23/05/06 Cold Calling 'Security Company'
Kineton
Residents are warned to beware of a 'security company' cold calling householders on the phone and asking for their bank sort code and account numbers. One elderly resident was called and when she refused to provide any information, the caller said he would visit her home. She put the phone down but was immediately called again.

Mid Warwickshire Neighbourhood Watch Association AGM :: Wednesday 31 May 2006

I thought that you might appreciate brief details of this year's meeting that is at 7pm for a prompt 7.30pm start. The venue is once again North Leamington School's Lower School Hall accessed from Cloister Way and the meeting usually ends by 9pm.
The speakers this year will be Chief Superintendent David Whitehouse (former Southern Area Commander who will speak about Safer Neighbourhoods), Peter Cutts (Community Safety Manager for Warwick District Council) and Adrian Davies (from a company that is involved in offender 'tagging').
The AGM part of the meeting should take only a short time, there being written reports from the Chairman, Treasurer and myself. It is proposed to bring the meeting to a close without any questions from the floor, but speakers will be available afterwards as wine/soft drinks and cheese are made available as members mingle.
I hope that you might be able to come to what usually proves to be an interesting and informative evening.

Please be aware of a white Transit long wheel base van with a registration number ending in WAW that was touring the Kineton area on Friday 5th May.
This vehicle is possibly driving on false number plates and contains 3 men of traveller appearance. These men were seen to be checking out commercial premises in Kineton during the morning and lunch time last Friday 5th May.
If seen please report to the police and quote incident number 221 of 5th May.

Carpets and Cars

A consumer contacted the service to say that she was doorstepped by a trader offering to sell her some carpet. The trader visited the property twice, speaking independently to her, and her husband. He was offered the carpet at £160 per roll. Her husband agree to buy two rolls and unbeknown to her was taken to his bank by the trader to withdraw the money. The trader then returned later whilst her husband was out and asked her for payment for the carpet as well. He left very quickly after she had paid him, and the couple later discovered that they had paid in total £460 for two rolls of carpet, at least £100 more than they were expecting! The van carried a landline telephone number later found to be unobtainable, and a mobile number that was answered by a woman who claimed to have just purchased the phone from a man in the street.

27/04/06 Car Ad Scam

A consumer contacted the service to report losing £13,000 to a car ad scam.
The consumer had seen an advertisement in a car magazine for a vehicle priced at £13,000. The consumer contacted the seller who informed him that he had moved to France but would use an Internet based company as a 'middle player' (similar to escrow). The consumer was told that if he transferred the £13,000 to the Spanish bank account of the Internet 'middle player', the money would not be released to the seller until he had received the vehicle. The website appeared genuine and all seemed legitimate so he transferred the £13,000.
The first delivery date for the vehicle passed and the consumer contacted the seller. He was told the delay was due to Easter closing. However, when the second date also passed and the vehicle did not arrive, he realised he has been conned and contacted the car magazine direct. The magazine told him that several other people had lost money in simialr scams. The website for the scam is no longer functioning.

US TOMORROW?

19/04/06 Door to Door Mobile Phone Hard Sell
Nuneaton Consumers are warned to beware of door to door mobile phone sellers after a Nuneaton resident was targeted by one such caller. The resident reported that a man came to her door and convinced her to sign a contract for a new mobile phone, telling her it was £22 a month on a 12 month contract. As the trader was leaving he shouted back that he forgot to mention that after 6 months the tariff went up to £50 per month and the contract was for 18 months and not 12.
The trader took her bank details to sign her up to a direct debit and also took one of her utility bills. She was left with no paperwork at all (including no cancellation rights, as doorstep sellers must in most cases by law provide). Trading Standards advised her to speak to her bank about cancelling the direct debit and to the Police about identity fraud issues.
Never provide you personal or financial information to someone you do not know or trust.
A number of traders have been reported trying to sign people up to mobile phone contracts on the doorstep claiming to be working for well known mobile phone manufacturers. However, Trading Standards understand that in most cases these traders have no connection to the manufactures of the phones they are selling, they are independent traders.
19/04/06 Parcel Deliver Scam
Leamington Spa.
Following the alert concerning bogus parcel deliver cards in the Stratford area, and NHW member from Leamington Spa has reported a similar case. The scam involves cards pushed through residents doors that inform them that a parcel is awaiting their collection and asks them to phone a premium rate number which is reported to cost the caller up to £15. It is not clear if any parcel is actually delivered as a result of making the call, but consumers should be aware that the value of the parcels contents may be less than the cost of the call.

Please be aware of the following vehicle a blue Vauxhall Astra Reg No VF 55 LFO seen in St Peters Road and Glosters Green, Kineton at 5 pm on 11th April. The vehicle was being driven by a black male.Another white male was picked up by this vehicle on the corner of Glosters Green, he was wearing a dark donkey jacket, 5ft 10ins, short dark hair, aged 25 to 30 years. It is thought that two other males, one black and one white may also be involved. One person was seen wearing a blue hoodie, this person was seen also leaving the cul de sac of Green Farm End. These persons were knocking on doors purporting to be from a double glazing firm.

Police in Stratford are investigating an incident in which a handbag and other goods were stolen from a house following a visit from two men posing as housing association officials.
The incident happened at about 10.55am on Wednesday April 5.
The two men, both wearing white shirts with ties and carrying clipboards, told the female occupant that they were measuring for a new bathroom and kitchen.
When they left the woman noticed that her handbag, containing a purse and mobile phone, and a man's watch had been stolen.
The offenders are described as white males. One was in his mid 30s, about 6' tall with ginger hair and the other was slightly taller with dark hair.
Anyone with information about the incident or who saw the two men in the vicinity should call Stratford police on 01926 415000.

Police are investigating a suspicious incident which happened in Park Piece, Kineton on Tuesday, April 4.
At about 10.03hrs a man called at a house and asked if it was a council property and said he wanted to look at the back windows.
The occupant said she would phone the council at which point the man left and was seen looking at another property a few doors away.
He is described as a white male, about 5' 7" tall with shaven head and piercing eyes. He was wearing a high visibility jacket and grey jeans and had a Birmingham accent.

An anonymous caller has reported seeing a man posting 'guaranteed' credit card forms through doors on an Alcester Estate. The forms promise that in return for a payment of £99, a credit card can be obtained within a month.
The forms are reported to look as if they have been printed off a home computer and contain only a mobile telephone number, written in felt tip pen. The mobile telephone number is connected to an answerphone. The form does not contain a traders name. Enquiries are on going, but consumers are warned to be very wary and not to provide their personal or financial details to anyone they do not know and trust.

Communicate; Communicate.

"It is getting easier to communicate with Warwickshire Police.
Firstly they have initiated an on line e-mail system which can be accessed from the front page of their website www.warwickshire.police.uk
This gives people the opportunity to contact a local police station with non urgent enquiries.
The service is not intended for reporting crime. To report a crime or serious incident telephone 01926 415000 and always dial 999 in an emergency .
The service may also be used for asking local officers any non urgent questions or to check on the progress of an ongoing inquiry.
Secondly, on that same front page there is a button giving access to a feature called Ask the Force. This gives direct access to the FAQ (Frequently Asked Questions) section of the Police National Legal Database.
Answers are provided to a wide range of questions that have a legal aspect.
Typically:
I have knocked over a dog/badger/fox do I have to report it to the police?
Please encourage your members to use this service where possible. They will benefit by getting an authoritative response to their queries quickly and others will benefit by having freer telephone contact.
Just in case you are wondering, the answer given to the above question is:

The above animals (apart from dog) do not come within the definition of animal within the Road Traffic Act 1988 so you are not required to report it to the police. However, it may be worth contacting the police to inform them of the incident. Also the local authority will need to be contacted to remove the remains of the animal.

A dog (as well as a goat, horse, cattle,ass, mule sheep and pig) does come within the remit of the Road Traffic Act and is a reportable accident so you are required by law to report it to the police.

Blackstuff , Prize and Credit Card Scams

15/02/06 Tarmac Gang

Householders are warned to beware of a tarmac gang operating locally. The gang are claiming to be affiliated to the Highways Agency and sub-contracted by Warwickshire County Council - these claims are untrue.
The gang are claiming to have a van filled with tarmac which the traders claim they cannot return to the yard with so will sell it for £15m2 rather than £50 m2 . One family had their drive resurfaced and the bill, estimated to be £300 came in at £5000. The householders was also subject to intimidation when they queried the bill.

15/02/06 £10,000 Prize Notification
Stratford upon Avon
Consumers have contacted the service after receiving letters that suggest that they have been allocated winnings of £10,000. At the bottom of the letter is a pretend cheque for that amount and recipients are asked to phone a 090 number to claim. Consumers are warned however that this is in fact a premium rate line 'competition', and that the cost of the call (a maximum of around £10) may be more than the value of any 'prize' the consumer receives. There is for example only one £10,000 prize. Responding to these letters may also increase the number of similar letters you receive in the future.

15/02/06 Credit Card Scam

A consumer contacted the service to relay a scam they had become aware of.
A consumer receives a call from someone claiming to work for "VISA" or "MasterCard". They claim to be calling from the Security and Fraud Department and give a badge number.
They then tell you that your card has been flagged for an unusual purchase pattern, and that they are calling to verify. They ask if you purchased an Anti-Telemarketing Device for £249.99 from a Marketing company based in (name of any town or city). When the consumer says no the caller says that they have been watching this company and that the your account will be re-credited. They then give your address and ask for confirmation and then tell you a six digit number you are required to repeat back to them. This gives the consumer a false sense of security that they are talking to a genuine person and encourages them to provide information.
They then ask you to turn over your card and ask you to read out the three security numbers you would normally use when you make Internet purchases, to 'verify you are the possessor of the card'. It is at this point that the fraud occurs because by obtaining the three numbers on the back of your card, (and with all the other information the fraudsters will have already obtained), they can use your card to make Internet purchases. This type of fraud is thought likely to increase as chip and pin makes face to face payment fraud more difficult. Never reveal any personal/financial information to anyone who phones you.

We have received reports of a number of emails in circulation which falsely claim to come from genuine business and trade publications/websites (but which are actually sent by spammers) usually entitled 'photo' or 'deadline', asking the recipient to approve an article or a photo within an article. The emails contain attachments which when opened are reported to contain 'torjan horse' virus-like applications designed to open up your PC to hackers and allow them to steal personal data. Reports have been received by Trading Standards Services across the UK. If you have opened the attachment that came with such a message then it is very important that you seek help from a qualified person in order to disinfect your system.You should switch off your PC until it can be disinfected, as the attacker may have the ability to remote control it.

Kineton Bank- Smashed but not Grabbed

A group of men tried to break into the HSBC bank in Warwick Road, Kineton, by ramming the door with tractors believed to be stolen from a nearby farm.
Police were called to the scene at approximately 05.12hrs on Friday January 20. Residents heard noises outside the bank and saw the men trying to rip the cash point machine from the wall. The machine was not taken.
The men made off in a number of vehicles, including a 4x4 and a car similar to VW Polo which were dark in colour.
Two tractors and a Mitsubishi pick up were left at the scene.
Five men, wearing balaclavas, are believed to have been involved.

The police have received reports of a company making telephone sales calls to elderly persons claiming to be working with the police and offering to install discounted and sometimes free security alarms systems directly connected to the police. There is no such scheme between the Police and any alarm company. Alarms are connected to independent monitoring stations who in turn will notify the police of a confirmed alarm activation at the premises.
The advice of the police is not to deal with cold telephone callers. If you are interested in alarms and other security improvements contact your local police station and ask to the speak to the Community Safety Officer who will give free and expert advice.

Gifts for Thieves

Don't give car thieves a Happy Christmas
Police are warning motorists not to make car thieves happy this Christmas by leaving valuable items in vehicles following a number of incidents over the weekend. A police spokesperson said:
"We are urging motorists not to leave valuable items in their cars.
Thieves know that a company car for example might contain a laptop. So don't leave a laptop or any other valuable item in your car, even if it is near CCTV. If you are a business person take it into your hotel or into your meeting with you.
"Similarly cars parked near golf courses are also targeted because they might contain golf clubs. So don't leave your golf clubs in the car - take them with you.
"It's the same advice for ipods, satellite navigation kits and Christmas presents - these are often left in vehicles in full view for all to see.
Don't leave them in your vehicle unless you have absolutely no choice. If you must leave them, make sure you hide them totally out of sight in the boot and park in a busy well lit area if you can."
Recent incidents of thefts from motor vehicles:-
Incident 055 of 28 November 2005 - GPS system stolen from van, The Wardens, Kenilworth
Between 2200 hours on 27 November and 0515 hours on 28 November a white Renault Kangoo van was broken into in The Wardens, Kenilworth and a TomTom Go 700 satellite navigation system stolen. The near side passenger window was smashed during the theft.
Incident 077 of 25 November 2005 - GPS system stolen from car, Napton
Between 0200 and 0530 hours on Friday 25 November, thieves stole a TomTom GPS system, including windscreen sucker mounting and cigar lighter lead and a Fuji digital camera from a vehicle in Hackwell Street, Napton. Any witnesses are please asked to contact the enquiry desk at Leamington on 01926 451111 x4136.
Incident 438 of 25 November 2005 - golf clubs stolen, Warwickshire Golf Course, Leek Wootton
Between 1215 and 1715 on Friday 25 November, thieves broke the rear near side window of a silver Renault Megane Scenic parked at the Warwickshire Golf Course, Leek Wootton and stole a gold and black coloured Strata golf bag containing Mizuno irons and a pro Simon Sand wedge, and 3 and 5 Pro Simon woods. Also a waterproofs brolley was taken during the theft. Any witnesses are asked to contact Stratford Crime Desk.
Incident 089 of 25 November 2005 - laptop stolen from car , Kings Court Hotel, Kings Coughton, Alcester
Between 1900 hours on Thursday 24 November and 0715 hours on Friday 15 November the rear tailgate window of a Peugeot 406 estate parked in the Kings Court Hotel carpark, Alcester was smashed and a Compaq laptop computer in a black bag was stolen.
Incident 091 25 November 2005 - laptop, satnav, ipod, and 'blackberry, stolen from vehicle, Napton
Overnight between Thursday 24 November and 0750 hours on Friday 25 November the rear window of a blue VW Touran was smashed in Hillside Croft, Napton and an NEC laptop and bag, satellite navigation equipment, ipod and blackberry palm pc and drivers licence were stolen.

At approximately 8 p.m. on Friday 28th October a distraction burglary occurred in Castle Road, Kineton. Two 11 year old boys called at the house asking for money for Halloween and a drink of water, they followed the resident into the house and the resident then saw two 16 year old youths one was walking down the stairs and later it was found a handbag was missing. If you were in the area and saw these boys around this time or have any information that may help the police please call and quote incident number 222 of 29th October.

Email and Red Cross Scams

Consumers are warned to beware of a new scam email. The email says that the recipients credit card account has been temporarily locked and that the recent online credit card transaction involving a Mr H Wall was therefore not authorised. The email will have been sent to many thousands of people in the hope that some of those who read it will have recently made online credit card purchases. Anyone tempted to click on the link provided on the email risks exposing their computer to viruses. Further, the email will also request personal and financial information as well as asking the recipient to confirm their bank details, and if obtained this can lead to identity theft.
Consumers should delete unsolicited (or spam) email immediately and not be tempted to open it or follow any links. In addition, never provide your personal or financial information.
18/10/05 Red Cross Scam

A local resident reported receiving a call from a man who said he was working for the Red Cross and was collecting for charity. He asked her for her bank details and she signed what appeared to be a direct debit form, although she was not told how much she would be paying. The caller was very pushy and told the woman that all her neighbours had already signed up.
Investigations revealed that the Red Cross are not knocking on doors and asking people for money. Never provide your personal or financial information. The Police have been advised.

Seize, Hold and Crunch

Police Seize Uninsured Vehicles in Nuneaton Using New Legislation
11 October 2005
Warwickshire Police cleared the streets around Nuneaton of ten uninsured vehicles in a special operation on Monday 10 October, making the town safer for other road users and pedestrians.
Operation Carbon, headed by Road Policing Inspector Adrian Knight, was using recently introduced legislation, which allows the police to seize non insured vehicles. The operation concentrated on the Tuttle Hill and Camphill areas of Nuneaton between 12 noon and 2pm.
Under the new Serious and Organised Crime Act, which came into effect on July 1 2005, police have powers to seize vehicles if they have good reason to believe that they are not insured.
The owners of the vehicle then has seven days in which to produce proof of ownership and relevant documents for the vehicle including MOT (if applicable) and current insurance at a police station. If they are found not to have current insurance when the vehicle was seized, they must pay a £105 recovery fee, plus an additional £12 for each day the vehicle is in storage.
If they fail to comply with the requirements to produce the documents, the vehicle can be disposed off - either sold at auction or crushed.
In Monday's operation the vehicles seized included a moped, an off road motorcycle, a four x four vehicle and seven other cars of various conditions and ages. In addition one man was arrested for disqualified driving.
Inspector Adrian Knight, who organised the day of action against uninsured vehicles said, "This was a very productive operation targeting non insured vehicles and drivers. People who do not insure their cars are a danger to other road users and to pedestrians.
"There is also evidence which would tend to suggest that drivers of non insured vehicles are likely to be committing further offences such as vehicle excise offences and driver licensing offences.
"We will definitely be repeating the operation throughout the Force in the future."
And he added, "This gives a clear message to any uninsured drivers, that we will be utilising all available methods to trace them and seize the vehicles. The aim of the operation is to encourage compliance with the law in relation to insurance, which by definition will make the roads of Warwickshire safer for other road users."

Shoddy Security

Warning over unscrupulous security system sales

Police community safety officers warned Stratford district residents to be alert to pressure sales techniques used by some unscrupulous security equipment companies.
Crime prevention officers were alerted to the experiences of a number of elderly Shipston residents who received telephone calls from a company offering camera or alarm home security systems. The caller asked to make appointments to call at addresses at a later date.
The telephone number given was withheld and in some cases related to a parcel delivery company.
Police advised people to refuse any offer of an appointment or home visit.
PC Nick Stephens, based at Stratford police station said: Avoid becoming involved in a conversation that may lead to a so-called expert sales person pressing for a home visit.
Tell the caller that you will be contacting the police crime prevention officer for free advice when considering reviewing home security.
PC Stephens warned that some unscrupulous dealers offered inferior quality equipment at over inflated prices.
He added: A Stratford upon Avon lady was recently charged £799.99 for two small domestic CCTV cameras which took less than 45 minutes to fit. The cameras very shoddily installed, and could be bought for £79.99 from the local Argos store. Fortunately, the cameras were removed and sent back to the installer and the cheque cancelled.

Over 60 arrested in Operation Sanction II

Warwickshire Police exceeded its target of 50 arrests for Operation Sanction II on 20 September. Building on the success of the operation held in July, this time over 60 arrests were made on the day for offences including possession/intent to supply drugs, assault, grievous bodily harm, criminal damage, robbery, theft, breach of bail and failure to appear at court.
The final countywide total was 63 arrests on the day, of which:
Northern Area:

North Warwickshire district: 8
Nuneaton & Bedworth district: 11
Rugby district: 11
Southern Area:
Arrests: 33 total
Stratford district: 7
Warwick district: 26

Assistant Chief Constable Andy Parker said:
"I am very pleased with our performance on this operation. Whilst we do this work all day every day, such operations raise its profile - they send a very strong message to criminals and an equally strong message of reassurance to the people of Warwickshire. This is particularly useful at a time when the structure of police forces nationally is under review. It shows that we haven't taken our eye off the ball despite uncertainty about the future. We aim to make the next operation later this year even more successful and to build on that reassurance.
"I must emphasize that public support is invaluable in the fight against crime: 70% of our arrests are as a direct result of information from the public. Something for Nothing

Consumers are warned to beware of bogus emails purporting to come from a CM Watson. The emails, which have been received by residents and businesses in Harbury, Kenilworth and Rugby state that an account has been successfully open under the name 'CM watson payroll merchant bank'. The email goes on to read that a transaction of the amount of 486.95 has been debited and that should the recipient which to 'cancel the account' they should click on the link in the email that will take them to a website. Consumers who have done so say they just receive error messages. Trading Standards advises consumers to delete these messages when they arrive. Do not follow any links to any websites or enter any personal information. Unsolicited and unusual emails can be used to 'phish' for personal information to use for fraudulent purposes, or deliver computer viruses.

Three Scams-Drives,Trees and Water

Householders are warned to beware of a trader offering to 'air-wash'
drives. A consumer has reported that her neighbour was talked into agreeing for work to be done on her driveway by three men who knocked on her door.
The men refused to give her a quote for the work claiming that the price had to do with 'meterage' on his machine. The men demanded £350 in cash and said they would drive her to her bank if she didn't have the money to hand.
She ended up giving them £220 in cash, after persuading them to let her go to the bank on her own.

22/08/05 Rogue Tree Surgeons

A householder has reported that she was door knocked by a trader offering to cut down some trees in her garden. She was charged £120 to cut down a single tree. The trader then tried to charge her neighbour £730 to chop down four small fur trees. Householders are advised to speak to a professional before employing anyone to do this sort of work. If you are concerned that a tree in your garden is dangerous, have an expert examine it and provide a written report. If trees are to be removed, ensure they are not covered by a Tree Preservation Order or within a conservation area.
If so consent for any work must be obtained from the local planning authority. Ensure that the trader you eventually employ is properly trained and has adequate insurance cover.

22/08/2005 Water Survey Scam

The Trading Standards Service today received a phone call from the Police alerting them to a potential scam after a consumer had called to say that they had received an unexpected phone call from someone offering to come to their property to do a 'water survey'. The person claimed to be calling from Warwickshire County Council.
However, neither Warwickshire County Council, nor Nuneaton and Bedworth Borough Council are offering this 'service'. Householders are therefore asked to treat such calls with caution and to put the phone down.

A distraction burglary occurred during the afternoon yesterday at the home of an elderly gentleman in St. Peters Road, Kineton. 1 male knocked on the door and told the man his mate needed to see him in the garden regarding the playing fields at the rear. The two males are believed to be Irish, 5ft 5ins tall, one wearing a white T shirt the other a blue T shirt, both wearing jeans and trainers and both had black hair. They were seen walking along Banbury Road towards Banbury.
If you saw these men or have any information that may help the police with enquiries please quote incident number 387 of 9th August. Please ensure you do not allow anyone to enter your home unless you know them to be genuine.

In the last week there have been a series of 6 distraction burglaries in the County involving a male and female purporting to be either an ex neighbour that used to live in the same house or being a helper.
The male is described as having blonde dyed hair and the female long brown hair, sometimes in a ponytail. A witness has identified the suspects driving off in a Red Ford Escort Van reg. S224 UEV.
It is felt that they will commit offences in all parts of Warwickshire. The police are trying to locate the vehicle and its occupants to further their investigations.

A Stihl petrol grass blower valued at £350 was stolen from the rear of a white and blue Ford Transit pick up van parked at the garage area of St Peter's Road, Kineton. Credit Card Scam

A Warwickshire resident has alerted the service to a credit card scam. The resident received a telephone call through her office switchboard at her place of work from a man claiming to be from Barclays security at their Coventry branch. He was extremely plausible and asked the lady if she had any credit/bank cards missing. She checked and found she was missing one card. When the lady questioned him on his request he told her "we do not have time for that, we need to act fast". He then went on to describe how his team had picked up a woman at the branch on CCTV acting suspiciously and claimed that the woman had a card of the lady's in her possession. He then went on to add that he would need to ask her some questions to confirm the situation. Further, he reeled off a number of transactions he claimed had been made on the lady's card that day - running into thousands of pounds. Panicking, the lady then provided her full name and date of birth, but when she was asked for her card pin number she again became suspicious.
At that stage the caller rang off. The lady contacted her bank and was told that no illegal transactions had been made on her card, and she then cancelled it. It is our belief that her card must have been stolen from her at or in the vicinity of her place of work.
Keep your PIN number safe - never provide it to anyone. With Chip and PIN, criminals now need your PIN number to use your card.

Home Security Advice

POLICE WARNING OVER COMPANIES OFFERING HOME SECURITY ADVICE

Police in South Warwickshire are warning people to be alert to companies making unsolicited calls offering free home security surveys and advice.

Community safety officers warned that some unscrupulous businesses were seeking opportunities to sell poor quality security equipment at very high prices.

A man from Lime Road, Southam, alerted police after he received a telephone call yesterday, June 15, from a company offering free security advice as part of 'Police Security Awareness week'.

The caller said the company's products were endorsed by police and tried to make an appointment for a representative to visit.

PC Nick Stephens, from Stratford District community safety department, stressed that there was no such campaign as Police Security Awareness Week.
He warned householders to be alert to pushy techniques used by security equipment sales people.

"Some security companies are looking for opportunities to be asked to carry out so-called free surveys and offer advice. They will then use hard sales techniques to pressurise people into buying inferior security products at vastly inflated prices."

"Anyone who receives a 'cold' telephone call of this nature must be very wary. Police do not endorse individual companies or any security products but community safety officers are always willing to offer advice on home security and crime prevention. "

Consumers have reported receiving letters that could be quite disturbing for vulnerable people. The letters, which are being sent from Switzerland, warn of impending misfortune and suggest that the sender is able to help in return for a fee of £17.99.

Rogue Tarmac Gangs

Warwickshire County Council is carrying out an extensive programme of surface dressing to roads across the county between May and August. Almost 200km of roads are earmarked for dressing as part of the Council's annual programme. The £2 million programme will be done at more than 320 sites including everything from A roads to residential cul-de-sacs.
Rogue tarmac gangs often take advantage of such work and operate in areas where genuine council workmen are already working. They falsely claim to be working for the council and offer to lay 'left over' tarmac on the driveways of unsuspecting home owners. Please be advised that neither Warwickshire County Council employees, nor their contractors, will undertake any private surface dressing work.

Doorstep seller, bogus signs.

A doorstep seller is conning residents out of cash by selling them bogus signs. The salesman claims to be selling an up to date version of the 'We DO NOT Buy From Callers At The Door' signs that are supplied free of charge through Neighbourhood Watch Schemes.
The seller ignores existing genuine signs and claims 'they are no good' . These bogus signs do not have the emergency contact information or good advice that genuine signs have.

Residents have reported seeing an unmarked delivery van visiting houses dropping off cards saying that they have tried to deliver an important package. The card invites the householder to phone a local rate number to confirm their name, address and telephone number.
It has been further reported that a few days later the householder then receives a call from someone claiming to be from their bank asking them to confirm their bank card details.
Consumers are warned never to give out their card details unless they first initiate the call, for example to buy goods or services over the phone.

06/05/05 High Pressure Telephone Sales
Kenilworth
A consumer has reported receiving a phone call from a company selling fire alarms. The caller asked if the householder lived alone and what time of day they would be in. Consumers should be wary of giving out such information over the phone as this may make them targets of high pressure sales people who visit homes without an appointment and use bogus statistics to frighten individuals, particularly those living on their own, in to buying expensive and unnecessary (for their needs) alarm system.

Alarm Sales Alert

5/04/05 Alcester Alarm Sales Alert

A consumer from Alcester contacted the service after receiving a doorstep approach from a trader offering house alarms. The sales tactic used by the trader was to tell the householder that they had previously requested an alarm, and that was why they had come to the house.

The householder was able to confirm to Trading Standards that he had never made any such request. The trader claimed that the alarms were free, but then revealed that the installation cost would be £295. Trading Standards are warning that such alarms sometimes come with expensive monitoring contracts as well.

Householders requiring advice on home security can contact their local Police Crime Prevention officer.

05/02/05 Doorstep Insulator
Area: Nuneaton
The daughter-in-law of a 90 year old man has reported that he received an unexpected visit from a trader who claimed that he was working on behalf of the district council and offered to do insulation work on his property free of charge. The householder agreed and signed a contract. The trader also asked for other personal information such as National Insurance Numbers.
Concerned that the trader would charge when he arrived to commence the work, the daughter in law contacted the trader and asked them not to come.
Traders’ claiming to work on behalf of the local council is a well known ploy used by some doorstep sales people to get householders to agree to have work done. Any such offers/claims should always be verified with the local council and householders are advised to think twice before signing any document on the doorstep.

05/02/05 Halifax Bank Scam
Area: All Warwickshire
The Trading Standards Service has received several calls from concerned computer users who have received emails purporting to be from the Halifax Bank. The emails state that the banks 'technical services are carrying a planned software upgrade for the maximum convenience of the users of online services' and asking them to visit a website via a link to confirm their details.
This email does not come from the Halifax Bank and consumers are advised to delete the email immediately. Consumer must not visit the website linked to the email or provided any personal details (e.g passwords or bank account numbers etc.) in this way. The emails are sent by criminal gangs operating abroad. They are sent out to thousands of email addresses irrespective of whether the recipient banks with the Halifax or not. Those who do visit the website risk exposing their computers to viruses that may infect their systems, steal or delete files, and track their key strokes to discover passwords.

16/03/05 'Inland Revenue' Caller
Area: All Warwickshire

Warwickshire Trading Standards are reminding consumers not to provide personal or financial information to anyone on the phone if they do not first initiate the call. This follows a report from a local resident who received an unsolicited phone call from a man called Mr Johnson claiming to be from the Inland Revenue. A friend of the resident took the call and became immediately suspicious when the caller asked for the resident by name but used 'Jim' instead of James. The caller asked for the residents mobile phone number but the resident refused and hung up.

16/03/05 'Free' Security System
Area: Leamington Spa

Householders are warned to beware of companies offering 'free' security systems after a local resident reported receiving such an offer. Such systems are unlikely to be free and will normally come with expensive installation costs and possibly a long and expensive monitoring contract.

16/03/05 Charity Scam
Area: Leamington Spa


Residents are warned to beware of private companies who are leaving 'charity' bags out for people to fill with unwanted clothing etc. Typically private companies sell these products and the money does not find its way to charitable organisations. If you have items to donate to charity, always check they are bona fide.

16/03/05 Survey Scam
Area: Cubbington

Beware of survey teams operating locally. One resident reported being approached and offered entry in to a free prize draw in return for providing some personal information. On checking the details he found that the prize draw was out of date. This information may only be used for marketing purposes, but as a general rule consumers are advised not to provide personal or financial information to someone they do not know and trust.

16/03/05 Rebate Fraud
Area: Stratford upon Avon

An elderly man reported receiving a telephone call from 'the Water Board' who told him that he was probably entitled to a rebate and asked him for his bank details. The man was suspicious and told the caller to send him the rebate as the company should already have all his details! Never reveal any personal or financial information unless you first initiate the call, for example to buy goods on the telephone. This may have been an attempt to steal bank details for fraudulent purposes. Alternatively, this may have been an advanced fee fraud, where a consumer is offered something (which they never receive), in return for an 'administrative fee'.

21/03/05 Rogue Builder
Area: Warwick
A householder reported receiving a note from a 'builder' pushed through her door one evening which said that her chimney needed attention. The householder was a council tenant and reported the matter. A council official came to examine her chimney and told her that there wasn't a problem.
Bogus builders will often leaflet local areas and claim that properties need attention when in actual fact they do not. Householders are advised that if they have any concerns about their property to get at least three quotes from locally verifiable and reputable builders and to go on recommendation.

21/03/05 High pressure doorstep sales
Area: Warwick
A consumer has reported receiving a visit from two men claiming to represent an energy company and asking to see a bill to see if the consumer could make any savings. The men had some ID but the consumer was not sure it was valid. Householders are warned not to provide personal or financial information to strangers who come to their door. Some unscrupulous energy sales people use this approach to gather information on a consumer so that they can switch the customer to a new energy supplier without their permission.

30/03/05 High Pressure Alarm Sales
Area: Long Itchington

The service has received a report from the nephew of an elderly woman who reported that his aunt was persuaded by a high pressure salesperson to have installed a very expensive alarm system costing over £5000. The consumer was partly persuaded after she was told of a burglary at a neighbouring house. Consumers are warned that some companies use misleading or false information to frighten elderly and vulnerable people into buying expensive and often unnecessary (for their needs) alarm systems. Householders wanting advice on home security should contact their local police. Anyone who signs an agreement to buy goods or services following an unexpected doorstep visit has a seven day cooling off period to cancel the contract.

30/03/05 Energy Sales Con
Area: Stratford upon Avon

A consumer has complained after his energy supplier was changed without his permission. He received a call from his existing supplier stating that they were sorry to hear that he had decided to change. The consumer contacted his 'new' supplier who had all his personal details and was told that the request had come from another party.

“Thought I would let you know I have just had a visit from the Irish Travellers - Time 12.10 pm ,30th March 2004, 2 men, one short and stocky the other curly hair brown about 5’ 10”, they arrived in blue VW van registration plate 04 LK4 453”.
Looked at everything!!! “

Bogus Callers

MESSAGE .................Bogus Water Board Officials in Westfield Cres. Wellesbourne, Incident No 349, 22.3.05
Message from Watch Coordinator, Police H.Q.Warwick.
At 3.30 pm yesterday afternoon Tuesday 22nd March two men entered the rear garden of a property in Westfield Crescent, Wellesbourne and walked into the kitchen where the resident was sitting. The men claimed to be from the Water Board and asked to turn off the water supply. When asked for identification they left.
The men are described as both white, one aged 25 years, 5ft 7ins tall, slim build with short dark brown hair.
The second man is 30 to 35 years, 5ft 10ins tall, stocky build, short light brown hair. Both had Irish accents and both wore distinctive zipped up three quarter length brown coats with belts around the middle.
They were driving a silver transit vehicle with Irish number plates ending in MO 628. If you see these men or vehicle please contact the Alcester immediately, they are believed to be involved in a number of distraction burglaries. Please quote incident number 349 of 22nd March.

The police are to undertake increased patrols in rural areas over the next few weeks with a view to arresting the perpetrators of recent burglaries in rural villages.

P.C. Paul Hammond is appealing for information following the theft of a large whisky bottle containing around two hundred pounds which was stolen from the Shukers Restaurant in Bridge Street, Kineton overnight Tuesday March 1st.

A neighbour reports hearing a loud bang around 5 a.m. and this may or may not be connected. Any information please contact the police and quote incident number 514 of 2nd March. A reward is on offer that leads to the arrest and charge of offenders.

24/02/05 Phishing Scam

Area: All

Consumer who bank on line are warned to beware of a new wave of online banking fraud scams. Lloyds TSB customers have been targeted in the latest scam after email users received an email which purported to be from the bank requesting that they follow a web link to a web page in order to confirm their online banking membership details. Consumers who respond would have had their personal and financial details stolen and used for fraudulent purposes.

24/02/05 Data Protection Scam

Area: All Warwickshire

A householder has reported receiving a letter concerning data protection which requests a payment of £135 to register under the data protection act.

Failure to register it says could lead the person open to a £5000 fine or five years imprisonment. These letters, which are normally sent to businesses, rather than householders are scams. Those who process and hold data on individuals are required to register with the Governments Information Commissioner. However the cost is £35.

In this case, and in many others, the letters are sent by private companies with no connection to the Information Commissioner, but many people pay out because they are tricked in to believing that the letters have formal status. Anyone receiving one of these bogus letters should ignore it and if they believe they are required to register with the Information Commissioner, to contact them direct on 01625 545 740.

24/02/05 Cashback Scam

Area: All Warwickshire

A taxi driver who is selling his vehicle reported receiving an email approach with an offer to buy the car. The seller became concerned when the 'buyer' offered to pay £6000 by cheque - more than the cost of the vehicle, and asked that the seller deducted the cost of the cab and send the remaining £1900 back to him.

This is a scam - the 'buyer' is probably based aboard and will use a cheque that is either stolen or forged to pay for the goods. This cheque will initially clear, but when the banks realises there is a problem the funds placed in the sellers account will be taken back. However, by this time the seller may have sent the 'buyer' £1900 - money he cannot get back. This is called a cash back scam. Beware of any approach where the 'buyer' offers to pay for goods using a cheque that is for a greater amount.

24/02/05 Unsolicited Parcels

Area: Radford Semele

Consumers are warned to beware of a premium rate line scam involving the delivery of parcels. A consumer has reported receiving a letter informing her that a parcel addressed to her was 'ready for collection', although she had not ordered anything. The consumer had to phone a premium rate number to arrange for delivery. Be warned - whatever the contents of the parcel may be, they are unlikely to be worth more than the cost of the call you are required to make to arrange delivery!

24/02/05 Lottery Scam

Area: Henley in Arden and Leamington Spa

Consumers are warned to beware of a phone based lottery scam. A Henley in Arden consumer reported receiving an unexpected call to tell her she had won a lottery, although she had not entered one and was then asked to provide some personal details in order to claim the prize. Consumers are warned that providing such information could give rise to identity theft.

Also, it is likely that if a 'prize' is forthcoming the consumer will end up paying more in delivery charges etc. than its worth.

In a similar case, in Leamington Spa a consumer received a voice mail message to tell her she had won a prize and to call a free phone number and quote" jackpot" to receive it. She did this and was then asked for the number of her visa delta card. Consumers are warned not to provide their card numbers to anyone they don't know and trust and in cases of financial transactions over the phone, only when they themselves have initiated the call - for example to buy goods in a catalogue. Otherwise, providing such details may give rise to fraud.

24/02/05 Unsolicited Underwear

Area: Warwick

A consumer has reported receiving two unsolicited packages containing woman's underwear, and a demand for payment. Consumers are advised that it is illegal to demand payment for goods sent to a consumer unsolicited - that is where the consumer has not ordered them/asked for them. The law now allows the consumer to regard the goods (if they are definitely sent unsolicited), as an unconditional gift, for them to do with as they wish, but they are advised to write to the trader to inform him of this. This may discourage them from sending further packages.

24/02/05 Credit Card Scam

Area: All

A Warwickshire householder reported receiving an unexpected call from a woman who claimed to be calling on behalf of The Halifax stating that the person answering the telephone had been "allocated a credit card". The caller stated that before she could send it out the householder would need to answer a few questions. The householder terminated the call at this point but subsequently enquired of the Halifax (with whom she banked already) if this was common practice. She was told that this never happens.

Consumers should never give out personal or financial information over the phone, where they do not initiate the call themselves - for example to order goods from a catalogue.

A resident has reported that on Sunday 27th February a silver Citroen C5 Estate KN03 VCE was parked on the driveway of a house in the Lighthorne Road area of Kineton. The driver was about 6ft tall, light brown to grey hair with a moustache and aged around 50 years. When approached he said he was looking for KS Supplies. Please be aware.
